Whether you’re planning a renovation, responding to damage, or preparing for demolition, asbestos abatement must be performed by a licensed, certified contractor before work can proceed.

Why California Property Owners Need a Licensed Asbestos Abatement Contractor

California has some of the strictest asbestos regulations in the country, enforced by multiple overlapping agencies including Cal/OSHA, local Air Quality Management Districts (AQMD), and the Contractors State License Board (CSLB). A single project may require compliance with Cal/OSHA Title 8 regulations, NESHAP air emission standards, AQMD Rule 1403 (Los Angeles), APCD Rule 1206 (San Diego), and local building codes — all at the same time.

The consequences of non-compliance are significant: stop-work orders, substantial fines, criminal prosecution, and civil liability if any person suffers exposure. Beyond the regulatory risk, hiring an unlicensed or improperly certified contractor leaves the property owner exposed if something goes wrong.

Integrated with your larger project. Because Reliance is also a licensed general contractor, we can sequence your asbestos abatement alongside capital improvements, repiping, or restoration work — eliminating the need to coordinate multiple contractors on the same property.

Our Asbestos Abatement Process

  1. Pre-Project Coordination We work with your property management team to understand the project scope, timeline, and access requirements. For occupied buildings, we develop a plan that minimizes disruption to tenants and operations.
  2. Regulatory Notifications Before work begins, we file all required notifications with Cal/OSHA, the applicable local air district (SCAQMD, SDAPCD, BAAQMD, etc.), and other agencies. Nothing proceeds without full regulatory clearance.
  3. Containment Setup Work areas are sealed with plastic tenting and maintained under negative air pressure to prevent fiber migration. Warning signs and barricades are posted per Cal/OSHA requirements. All workers enter and exit through a decontamination unit.
  4. Abatement Asbestos-containing materials are wetted with amended water to suppress airborne fibers, then carefully removed and double-bagged in labeled, color-coded hazardous waste bags. Our crews work in appropriate PPE for the class of operation involved.
  5. Waste Disposal All ACM waste is transported to a licensed, approved disposal facility per California hazardous materials regulations. Full waste manifests are maintained and provided to the property owner.
  6. Air Clearance & Final Inspection Upon completion, air and surface samples are collected and submitted to an accredited laboratory. The abatement area is not released until clearance results confirm it is free of friable asbestos particulates and meets California standards.
  7. Documentation Package You receive a complete project file including all notifications, clearance results, waste manifests, and contractor certifications — everything needed for your property records and future disclosure requirements.
